Lazy Vs. Inaction

There is always the danger of confusing laziness with inactivity. Laziness is a physical and mental phenomenon while inaction pertains to the soul and it is necessary to make this distinction so as not to be fooled. ஊழலுக்கு எதிராக சமுதாய நல ஆர்வலர்
அன்னா ஹஜாரே (விவரங்கள்
கீழே)எழுப்பிய தீ  கொழுந்து விட்டு
எரிய ஆரம்பித்து விட்டது.

"முதல் சட்ட மசோதா பாராளுமன்றத்தில்
கொண்டு வரப்பட்டு 42 ஆண்டுகள் ஆகி விட்டன.
இது வரை 8 முறை மசோதாக்கள் கொண்டு
வந்தாகி விட்டது. ஆனால் ஒன்றும்
செயல்பாட்டிற்கு வரவில்லை. ஊழல் விஷம் போல்
பரவி விட்டது.எங்கும் ஊழல் – எதிலும் ஊழல்.

கடைசி எச்சரிக்கையாக இன்னும் ஒரு மாத

மத்திய அரசாங்கம் உடனடியாக இயற்றாவிட்டால் –
ஏப்ரல் 5ஆம் தேதி முதல்,நான் சாகும் வரை
உண்ணாவிரத நோன்பு மேற்கொள்வேன்"

- என்கிற இவரது அறிவிப்பை முதலில்
துச்சமாக நினைத்த மத்திய அரசு இன்று
திகைத்து நிற்கிறது.

சட்டென்று செயலில் இறங்கி விட்டார் மனிதர் !
டில்லியில் இந்தியா கேட் அருகே நேற்று முதல்
உண்ணாவிரதம் இருக்கும் அன்னா ஹஜாரே
மூட்டிய தீ  நாடெங்கும் பரபர வென்று பரவ
ஆரம்பித்து விட்டது.

காங்கிரஸ் அமைச்சர் வீரப்ப மொய்லி,
சட்டம் இயற்றுவது அரசாங்கத்தின் பொறுப்பு.
வெளி மனிதர்கள் அந்த வேலையில்
ஈடுபடத் தேவை இல்லை என்று
கூறியதற்கு, அன்னா பொங்கி எழுந்து பதில்
கொடுத்தது பிரமாதம்.

"யாரய்யா வெளி மனிதர்?
இந்த நாட்டு மக்கள் தான் இந்த அரசாங்கத்தின்
எஜமானர்கள். நீ அவர்களின் ஊழியன்.
வேலைக்காரன். அவர்களாகப் பார்த்து தான்
உன்னை உள்ளே வைத்திருக்கிறார்கள்.

பார்த்து வெளியே போ என்பதா ?
மக்கள் விரும்பும் வரை தான் நீ அங்கே
இருக்க முடியும். மக்கள் நினைத்தால்
உன்னை வெளி ஆள்  ஆக்க எத்தனை
நேரம் பிடிக்கும் " என்கிறார்.

இந்தியாவெங்கும் மக்கள்,குறிப்பாக இளைஞர்களும்
நடு வயதினரும், முக்கிய நகரங்களில் -
அன்னாவுக்கும், அவர் எழுப்பிய கோரிக்கைக்கும்
ஆதரவு தெரிவித்து, போராட்டத்தில்
இறங்க ஆரம்பித்து விட்டனர்.

ஜெயபிரகாஷ் நாராயண் தலைமையில்,
எமெர்ஜென்சியின் போது கிளம்பிய எழுச்சியை
இப்போது தான் மீண்டும் காண முடிகிறது.
மக்களின் பங்கெடுப்போடும்,
பேராதரவோடும், ஒரு மகத்தான போர் -
ஊழலுக்கு எதிரான போர் -துவங்கியுள்ளது.

நம் மக்களை ஒருங்கிணைக்கவும்,
லஞ்ச ஊழலைஅடியோடு ஒழித்துக் கட்டவும் -
ஊழல் அரசியல்வாதிகளை தண்டிக்கவும் -
அருமையான ஒரு வாய்ப்பு உருவாகி வருகிறது.

உண்ணாவிரதம் இருக்கும் அன்னா ஹஜாரே
பேசும் பேச்சுக்கள் மக்களிடையே எழுச்சியை
உண்டு பண்ணுகின்றன.அவரது உரை
இந்தியில் இருப்பதால் தமிழ் மக்களை இன்னும்
சென்றடையவில்லை !

தமிழ் தொலைக்காட்சிகளோ வடிவேலு, குஷ்பு
பேச்சுக்களை காட்டுவதிலேயே குறியாக
இருக்கின்றன.

யார் இந்த அன்னா ஹஜாரே ?-

மரியாதைக்குரிய சமுதாய ஆர்வலர்.

"ஜன் லோக் பால்" என்றால் என்ன ?
(இந்தி பெயர் – பயமுறுத்துகின்றதோ ?)
ஊழலை நம் நாட்டிலிருந்து
வேரோடு அழிக்கவல்ல  அருமையான ஒரு
மாதிரி சட்ட வடிவம் தான் "ஜன் லோக் பால்"

இதன் சில முக்கிய அம்சங்கள் -

சமுதாய அக்கரையுள்ள சில முக்கிய மனிதர்கள்
(கிரண் பேடி, சந்தோஷ் ஹெக்டே,
பிரசாந்த் பூஷன் போன்ற இன்னும் சிலர் )
சேர்ந்து கலந்து ஆலோசித்து தயாரித்துள்ள -
ஊழலுக்கு எதிரான -சட்ட முன்வடிவம் இது.

மாநிலங்களிலும்(லோக் ஆயுக்தா),
மத்தியிலும்(லோக்பால்) செயல்பட தனித்தனி
அமைப்புகள்.

லஞ்சம்,ஊழல், மற்றும் குற்றச்செயல்களில்
ஈடுபடும் அமைச்சர்கள், அரசியல்வாதிகள்,
நீதிபதிகள், உயர்அதிகாரிகள்,(போலீசார் உட்பட) –
ஆகியோர் மீது -
பொதுமக்கள் யார் வேண்டுமானாலும்
இந்த அமைப்பிடம் புகார் தெரிவிக்கலாம்.

புகார் கிடைத்த ஒரு வருடத்திற்குள் இது குறித்த
சகல விவரங்களும் தனிபட்ட அமைப்பால்
விசாரிக்கப்பட்டு, சாட்சியங்களும் ஆவணங்களும்
திரட்டப்படும்.

முதல் வருடம் முடிவடைவதற்குள் வழக்கு
பதிவு செய்யப்பட்டாக வேண்டும்.
அடுத்த ஒரு வருடம் முடிவதற்குள்ளாக
வழக்கு நடத்தப்பட்டு, தீர்ப்பும் வழங்கப்பட்டாக

சுதந்திரமான அமைப்பாக இது இயங்கும்.

இந்த அமைப்பு எந்த விதத்திலும் மாநில அல்லது
மத்திய அரசின் கட்டுப்பாட்டுக்குள் வராது.

சுப்ரீம் கோர்ட் நீதிபதிகள்,நடுநிலையான,
சமூகப் பொறுப்புள்ள, சமுதாய
நல அமைப்புகள்  -ஆகியவை சேர்ந்து
இதன் உறுப்பினர்களைத் தேர்ந்தெடுப்பார்கள்.

இந்த அமைப்பின் உறுப்பினர்களைத்
தேர்ந்தெடுப்பதில் அரசாங்கத்தின் எந்தவிதத்
தலையீடும் இருக்கக்கூடாது.

இன்று உண்ணாவிரதத்தின் இரண்டாம் நாள்.
நாட்கள் செல்ல செல்ல மத்திய அரசுக்கு
இதன் உக்கிரம் உரைக்க ஆரம்பிக்கும்.

இந்த "தீ" –
